SEF was established in 1992 to function as a semi-government agency to undertake educational initiatives in the disadvantaged areas of Sindh. Under its enterprising leadership, SEF has a dynamic programme and research portfolio ranging from community-based primary education programmes to adult literacy and early childhood development initiatives. SEF serves as a technical support agency under the RCC programme, working on the following areas:

- Monitoring & Evaluation;
- Research;
- Awareness Material Development;
- Information Sharing: ECD Magazines, a Website & other material;
- Advocacy; and
- Training.
